Executive Board Terms of Reference

  • The President shall:
    • prepare agendas and preside at the AGM and meetings of the Executive Board and Council.
    • be ex officio, a member of all committees.
    • represent the BCTLA on PSA Council and to the BCTF.
    • represent the BCTLA to partner groups.
    • notify all Executive Board members of all Executive Board meetings.
    • report annually to the Council on behalf of the Executive Board.
    • submit an annual President's report to the AGM.
  • The Vice President, Chapter Relations shall: 
    • in the absence of the President, preside and perform the duties of the President. 
    • provide liaison between the executive board and the chapters.
    • coordinate hospitality aspects for all BCTLA meetings.
    • notify Council members of Council and General meetings.
    • revise the BCTLA Councillor's Guidebook information each fall. 
    • provide orientation to new Chapter Councillors each fall.
    • maintain files of local chapter constitutions, district library policies, and chapter reports. 
    • maintain a current contact list of Chapter Councillors and chapter executives.
    • submit an annual report to the AGM. 
  • The Vice President, Advocacy shall: 
    • develop and carry out advocacy initiatives and campaigns.
    • respond to immediate advocacy needs via letter-writing and other forms of communication.
    • maintain a file of current research and promotional materials.
    • submit an annual report to the AGM. 
  • The Vice President, Resources shall: 
    • provide leadership to the Executive Board around technology integration and use.
    • develop technology solutions and publications for BCTLA.
    • coordinate the management of the BCTLA website.
    • submit an annual report to the AGM.
  • The Treasurer shall: 
    • receive and bank all monies due the BCTLA either directly or through the BCTF. 
    • keep bookkeeping records of such funds, based on the data supplied by the BCTF. 
    • pay bills from officers and committee members only when authorized and when receipts from expenditures are attached. 
    • suggest guidelines for financial policies including reimbursement.
    • disburse all monies, within the approved guidelines, and/or as the BCTLA may direct.
    • continually review the budget and advise the Executive Board if issues become apparent.  
    • prepare a draft budget to be passed by the Executive Board and be presented at the Council in the fall. 
    • submit a budget to the BCTF for approval. 
    • prepare a recommendation on fees for presentation at the AGM. 
    • submit a complete financial report to the AGM.
  • The Secretary shall: 
    • keep minutes of the meetings. 
    • prepare and distribute to all members of the Executive Board and Council minutes of the meetings of these bodies and those of general meetings. 
    • take charge of all documents belonging to the BCTLA, not especially under the charge of any other officer. 
    • accept award and grant nominations and forward these on April 2nd to the President.
  • The Working and Learning Conditions Chairperson shall: 
    • conduct an annual working and learning conditions survey and report on this and other related surveys as may be determined by the Executive Board or Council.
    • act as a liaison with the BCTF Bargaining division and represent the rights and needs of the province's teacher-librarians with the BCTF and encourage local chapters to work with their district bargaining committees. 
    • maintain a file of district contracts containing items relating to teacher-librarian working and learning conditions. 
  • The Conference Chairperson shall: 
    • develop a long range plan for Fall and/or Spring and/or regional conferences. 
    • work with local conference committees providing liaison with the executive board.
    • maintain a conference planning book and conference file. 
    • submit an annual report to the AGM.
  • The Professional Development Chairperson shall: 
    • collect and maintain an up-to-date file of resource people. 
    • organize professional development opportunities for BC teacher-librarians. 
    • inform BCTLA members of new trends in the field of teacher-librarianship. 
    • submit an annual report to the AGM.
  • The immediate Past President shall: 
    • chair the Constitution and Bylaws Committee. 
    • chair the BCTLA Nominating Committee and prepare an annual report for the AGM. (Fall Council, 1989) 
  • The Liaison Chairperson shall: 
    • work with the Professional Development Chairperson to provide liaison with the universities. 
    • provide liaison with other provincial, national and international and teacher-librarian associations. 
    • provide liaison with the local childrens' literature, library and technology/digitization committees.
    • coordinate and support the BCTLA sections.
    • find official teacher-librarian representatives for committees and take reports.
    • submit an annual report to the AGM. 
  • The Bookmark Chairperson shall: 
    • recommend, to the Executive Board, members to be appointed to the Editorial Board and BCTLA Reviews Committees. 
    • chair the Editorial Board Committee. 
    • solicit articles and information, and expect the co-operation of Executive Board members insoliciting and obtaining articles for publication. 
    • prepare and publish The Bookmark.
    • submit an annual report to the AGM. 
  • The Member at Large(s) shall: 
    • support members the BCTLA Executive as requested in a variety of areas which may be assigned on a semi-permanent basis, or assigned on a task-by-task basis.
    • individually each submit an annual report to the AGM.

  • 1976: The Ministry of Education "Sources and Resources" project begins to develop a Handbook for BC school library professionals

Mission and Goals

Program of the BCTLA


GOALS
The goals of the BCTLA are to:

  1. Promote the place of the school library program in relation to learning and educational change.
  2. Improve the working and learning conditions in B.C. school libraries.
  3. Increase the involvement of teacher-librarians in curriculum development and literacy-based initiatives.
  4. Encourage the participation of teacher-librarians in professional development, BCTLA activities and publications.

OBJECTIVES

  1. To promote the essential roles of the teacher-librarian and the school library resource centre program toward improving students' life chances.
  2. To provide a network for the sharing of ideas, trends and new developments in education.
  3. To maintain and improve communications within BCTLA.
  4. To develop professional materials and programs.
  5. To improve the working and learning conditions of teacher-librarians in school libraries.
  6. To promote teacher-librarian involvement in the evaluation, selection, and management of print, non-print, and digital learning resources.
  7. To increase membership.

EVALUATION CRITERIA

  1. Involvement of BCTLA members in local and provincial associations as well as membership on Ministry Committees.
  2. Responses received to the BCTLA Working and Learning Conditions Survey.
  3. Evident support from educational associations, institutions, elected officials, and the community.
  4. Publication of professional materials.
  5. Attendance at BCTLA Conferences.
  6. Feedback from Chapter Councilors at Fall and Spring Council meetings.
  7. Membership statistics from the BCTF.
