    In 1994 Premier Mike Harcourt announced the end of the “Year 2000” curriculum changes, evidently without even consulting the education minister. It was considered a “right turn” because it cancelled the progressive pedagogy approach of the Year 2000 and imposed intended learning outcomes as the basis of the curriculum.
