1. Continued disregard of regulations for class size and composition.
2. Ever smaller funding increases for education down to zero in 2011–12.
3. Increasing demand for more and more data but no increase in resources.
4. Insufficient support for students with special needs, including the many who are not designated.
5. Ever increasing emphasis on “achievement,” accountability, and testing.
6. Greater efforts to control teaching and reduce professional autonomy.
7. Increasing funding and promotion of private schools.
8. No effort made to reduce child poverty.
9. Continued ranking of schools based on the FSA.
10. More school closures and struggling communities.
