The BC Teachers’ Federation (BCTF) is seeking a total of 20 members who teach grades K–4 to participate as BCTF representatives in the Ministry of Education and Child Care’s K–4 Literacy Classroom Instruction Resources Development English and French teams.

Project

Literacy skills are foundational to student development. The Ministry of Education and Child Care is committed to strengthening literacy development throughout the K–12 education system and ensuring that early literacy instruction and interventions are aligned with leading evidence-based practices.

To facilitate this work, the Ministry is seeking team members with interest and experience in literacy instruction in both English and French, who are interested in developing resources that align with the BC curriculum and BC Learning Pathways to further support literacy development for students.

The Ministry is assembling one English language and one French language development team of educators and specialists to work on the creation of K–4 Literacy Classroom Instruction resources and supporting materials. The primary objective will be to enhance foundational literacy education across BC and continue to improve literacy outcomes. Each team will develop a variety of resources, including materials like instructional videos, webinars, written guides, lesson plans, unit and yearly instructional plans, and other similar resources to support teachers in developing students’ foundational literacy skills. Participants may also be asked to collect samples of student work to help illustrate student proficiency.

English Language K–4 Literacy Classroom Instruction Resources Team

The Ministry seeks to form an English language development team comprised of ten educators (two at each grade level from Kindergarten to Grade 4) with the following qualifications:

Required qualifications

  • Bachelor of Education, with recent (within the past 3–5 years) elementary‑level teaching experience in English.
  • demonstrated background in literacy, reading instruction, and classroom-based literacy intervention
  • comfortable speaking on camera as part of webinars or other video presentation materials.

French Language K–4 Literacy Classroom Instruction Resources Team:

The Ministry seeks to form a French language development team comprised of ten educators (two at each grade level from Kindergarten to Grade 4) with the following qualifications:

Required qualifications

  • Bachelor of Education, with recent (within the past 3–5 years) elementary‑level teaching experience in French.
  • demonstrated background in literacy, reading instruction, and classroom-based literacy intervention
  • comfortable speaking on camera as part of webinars or other video presentation materials. 


Additional assets

The Ministry has indicated that both development teams would benefit from professionals with any of the following experience and expertise:

  • Master’s degree or additional coursework and/or documented professional development related to foundational literacy skill development
  • familiarity with basic video recording/production using mobile devices (iPhone or Android)
  • teachers in Northern or Interior regions
  • Indigenous-identifying teachers or teachers who have worked closely with Indigenous students.

Time and commitment

Selected applicants will be appointed from August 1, 2026 to August 30, 2026. They are expected to be available in August 2026, for three full days of in-person meetings at the Ministry offices in Victoria. Specific dates will be determined in collaboration with selected teachers to ensure availability during summer vacation schedules. The development teams will also meet virtually as needed from September 2026 to August 2028, usually outside of teaching hours with occasional work during school hours.

Remuneration

Participating educators will receive $325 for each seven hours of work done outside of district-contracted hours. The Ministry will provide Leave of Absence letters for meetings held during district-contracted hours and school districts will be reimbursed for TTOC costs. Travel, accommodation, and meal costs will be reimbursed according to BC Government rates and guidelines. The Ministry requests that educators provide a non-school district email address to ensure emails are received during summer months.

Selection criteria in addition to that specified above:

  • active BCTF membership status
  • awareness of the role and responsibilities of representing the BCTF and the teaching profession, including the ability to work collaboratively in a co-constructive team environment and to meet deadlines
  • experience and knowledge in literacy
  • familiarity with the BC curriculum
  • balance of diversity—gender, Aboriginal, regional representation, etc., will be sought.
