About this event

Representative assemblies take place three times a year where elected local representatives across the province come together to approve the BCTF’s budget, elect the Judicial Council and Committee of Ombudspersons, and make policy/procedure decisions for the Federation.

This year, the Winter Representative Assembly will take place January 30-31, 2026 at the River Rock Theatre in Richmond. If you are a local representative, local president, or Executive Committee member, please take a minute now to register (login required). If you are a local president attending in the role of alternate local representative, please register as a local representative so that you may collect your voting cards.

Where and when is the 2026 Winter Representative Assembly?

Friday, January 30, to Saturday, January 31, 2026, at the River Rock Theatre in Richmond.

What do I need to know before making my travel arrangements?
Travel information
- BCTF policy states that travel expenses should be reasonable and appropriate in the circumstances, taking into consideration safety, practicality, efficiency, and cost.

How do I book my flight and hotel?

Flights
If you are flying, please make your travel arrangements through W.E. Travel as soon as possible to get the best price. For their contact information and program code, please refer to the memos sent directly to you.
Hotel
The BCTF has reserved a block of guestrooms that you must book using the link provided in the memos sent directly to attendees. Please complete the online booking one month prior to the event date as the reserved guestrooms can only be held up to a month before the meeting.
Please note, if you wish to upgrade your room or order any additional services, this will be billed directly to you.
What nights can I book a guestroom for?
Accommodation for those attending from outside the area will be allowed as follows:
- Thursday night—if required to facilitate travel.
- Friday night—eligible to stay at BCTF expense.
- Saturday night—if required to facilitate travel home.

The hotel is asking for my credit card. Will I be charged?

No. The BCTF block at the hotel has direct billing set up with a special group rate that we’ve contracted. When applicable, please use the booking link provided in the memos rather than phoning or using the hotel’s public reservation site. The price of the hotel will appear, but you will not be charged. Note that you will need to swipe your card when you check in to the hotel for an incidentals deposit, which will be reimbursed after you check out.
What if I don’t have a credit card to book my room with?

If you are unable to use a credit card, please email rasupport@bctf.ca.
How do I change my room booking?

If you need to make changes to your room booking, please contact rasupport@bctf.ca or the hotel directly if you already have your reservation number (contact included in the memos). Any no-shows will be billed to the local.
Can I take an Uber or Lyft?

As per Procedure 10.I.04—9, the BCTF does not reimburse the cost of ride-hailing services (i.e., Uber and Lyft) unless there is no other safe and local alternative. Please email rasupport@bctf.ca prior to the event for special approval.
How do I submit a local resolution?

Local resolutions are submitted using the online RA local resolution submission form.
When do I need to submit local resolutions by?
Local resolutions received:
- three weeks prior to the RA—will be sent out to locals along with the agenda and will be costed. These costings will be available to local representatives at the RA.
- one week prior to the to the RA—will be added electronically to the local resolutions document available to members and they will be included in the agenda as a local resolution. However, they will not be costed.
- less than a week before the RA commences—will be considered as late resolutions by the RA Agenda Committee if the matter dealt with in the resolution occurred too late for the motion to be submitted at least one week prior to the RA.
Can I request a sign language interpreter?

Yes! If you or a member requires sign language interpreting, please email rasupport@bctf.ca as soon as possible as the availability of these services are limited. Please note, live open captioning will be provided and projected on the screens.
I can’t attend anymore! What do I do?

If, for any reason, you are unable to attend the RA, please email rasupport@bctf.ca with the name of your alternate delegate.

If you need to cancel your hotel or switch your name to someone else’s, please contact rasupport@bctf.ca. Any no-shows will be charged to the local.

If you booked any flights or accommodation through W.E. Travel, please contact them right away to change or cancel your reservations. You can call them directly at 604-969-5585 or toll free at 1-800-663-4703.
Can observers attend?

Locals may send observers but are responsible for covering their costs. If you plan to attend as an observer, please work with your local to arrange accommodations, leaves, and any other expenses. Please make sure to register yourself as an observer as well so we can ensure there is enough seating.
What can I expense?
Please review the BCTF’s expense webpage to:
- read information on allowable expenses and receipts.
- submit an expense form online (login required).
- sign up to receive expenses by electronic fund transfer.
Can I request a travel advance?

If you'd like to request an advance, please download the travel advance request form and send it to rasupport@bctf.ca at least two weeks prior to the event.
